Internal Control Relations in Administrative Hierarchies: A Critique

Abstract: It is suggested that Walter's (1966) study of two municipal hierarchies falls short on methodological rigor. Specifically, the discarding of pertinent information, the use of an inadequate measure of influence, and the concealment of dyadic influence relations within gross categories lead to the conclusion that Walter could draw no conclusions.
